I don't know the exact threshold of traffic they are looking for. You can apply no matter how much/little traffic you're getting.. worst they'll do is say 'no' ..

When you say they are easing up with impressions, how low are they going down. I've always liked the Kontera service. Just don't have the traffic they are looking for.
